Venue attributes

Set accessibility and amenity flags per venue. These are automatically inherited by all events at that venue during ingestion.

Maintenance — run in order

Rename orphan rows to their canonical form ("Albert Branch" → "Regina Public Library — Albert Branch") or merge them if the canonical row already exists.

Combine rows with the same name — keeps the one with the most events.

Apply accessibility flags for Conexus, Globe Theatre, RPL branches, etc. — also propagates to sub-venues within 200 m.

Copy venue accessibility flags (wheelchair accessible, free parking, etc.) into each event's feature tags so they appear in search and filters.
